The Mitzpeh Rena (Shapira) complex is located in the heart of the city and has not yet been developed despite its central location. According to the current situation, approximately 180 housing units can be built on the site in accordance with the approved plan.

Due to the central location of the complex and its potential to strengthen the social and physical fabric, it was decided to prepare a new plan that will enable the construction of a new residential neighborhood with 360 housing units, which will provide a continuous residential area along commercial store fronts on the street.

The residential construction plan is based on the construction of two 23-story towers and the remaining buildings of 8- to 11-stories. In addition, there are plans to increase the public areas in the complex: allocation of land for a school adjacent to the Sapir School, allocation of land for kindergartens and gans, allocation of independent land for a synagogue and a neighborhood park opposite it, which will serve the residents of the neighborhood and the surrounding neighborhoods.

In addition, the plan will create a green strip along Mishmar Nof, good connectivity to the city center, and improved traffic flow in and around the complex.
